Please try the following steps:
1. Remove the existing VM Tools from Control Panel-->Uninstall a Program
2. Reboot your VM and install the bundled VM Tools.
3. If the issue persists, make sure the mouse preference in VMware Fusion-->Perferences-->Gaming is NOT set to 'Always optimize mouse for games'
