So, you have ESXi 6 nested on ESXi 6?

If so, check the following:

• Promiscuous mode enabled on the parent-ESXi vSwitch hosting the Management Network of the child ESXi
• Set monitor_control.restrict_backdoor = "TRUE" in the ESXi VM's advanced options or its' *.VMX
