I think this could be a really useful report, but when I was testing with the built-in View the time settings did not have any effect on which VMs were listed.  It appears that it is showing all VMs that are powered off, regardless of the time settings or how long the VM has been powered off.  I played with the filters and couldn't find a way to filter out VMs based on the length of time they have been powered off.  What I did to work around this was add a column for the metric "Summary|Powered Off Time %" and set the Transformation to Average.  If the VM has been powered off for the entire time period the average will still be 100%.  If it was powered on at any point the average powered off time will be less than 100%.  Another metric you could use with this is "Summary|Powered Off" with the Transformation set to Minimum.  If the VM was off for the entire time period the minimum will be "1", otherwise it will be "0".  I thought the percentage was easier to understand, so I went with that.  For the time settings I'm just using the last 2 months.  I've attached the View I'm using.
