After trying everything I could think of today to make this go away in IE11, I found that this is NOT reproduced in Google Chrome nor Mozilla Firefox. The annoying Flash pop-up does not occur. In fact, a few "quirky" issues I was having in IE11 like the mouse disappearing on opening console, etc have all been eliminated by moving to Chrome/Firefox. Though I realize that might not be an option for some due to PKI, just thought I would share for those that can move over to another browser.
