I guess what's the goal here?

You could have the following Clusters

Cluster-A Management / Edge

Cluster-B Production VM's

You could have a transport zone only for Cluster B where your VM's connect to each other behind a DLR. Then setup a transport zone for Clusters A-B where you have a small logical network to Uplink to an Edge Gateway in Cluster-A. From here Cluster A will not have access to the Cluster-B transport zone or logical switches within it.
