Yes. You can achive this by set the DRS and HA settings for each VM individually in the cluster settings.
In the vSphere client there are different tabs for HA-VM options and DRS-VM options.
In the new web client those settings can be found on one below tab:
Manage -> settings -> VM Overrides.
Set the DRS automation level and the HA Restart Priority to disabled for that VM. Also pick Leave powered on as HA Host Isolaiton response.
