Cannot Connect VmWare Horizon View Client over B2B VPN with RDP Protocol

I have reviewed the community pages and can find similar issues; however, no answers - Horizon View Client Authenticating... VPN

I am attempting a connection over a B2B VPN to a VDI which uses RDP protocol.  Only port 443 is showing coming across the VPN when the application is opened on both sides of the tunnel.  Of note, the VDI works just fine internally but not over the B2B VPN.   I can authenticate to the network and see the VDI; however, when attempting to open it up error message as it appears in the VMware log is:

2015-10-27 09:58:27.570+-5:00 INFO (1D98) [WinCDK] Services::LaunchItemConnectionFailed : cn=vdi_transcriptions,ou=applications,dc=vdi,dc=vmware,dc=int connection failed(The connection to the remote computer failed.

It is possible that remote connections are not enabled on the remote computer or that the computer or network is too busy.) Callback: Entry.
2015-10-27 09:58:27.573+-5:00 INFO (1D98) [WinCDK] AppWindow::EnterWindowState : Valid transition from state 'Launching Desktop' to state 'Launch Failed'.
2015-10-27 09:58:27.590+-5:00 INFO (1D98) [WinCDK] Services::LaunchItemConnectionFailed : cn=vdi_transcriptions,ou=applications,dc=vdi,dc=vmware,dc=int connection failed(The connection to the remote computer failed.

It is possible that remote connections are not enabled on the remote computer or that the computer or network is too busy.) Callback: Exit.

Additional error messages that look suspicious in the log are:

2015-10-27 09:58:10.687+-5:00 INFO (1D98) [libcdk] The given license is NULL or empty.

015-10-27 09:58:09.267+-5:00 INFO (1D98) [libcdk] Failed to open license metadata registry with error 2.

Could this possibly be a licensing issue?
